With the implementation by the Philippine Overseas Employment Administration (POEA) of its universal license policy, PHHS is now in a better position to supply and manage practically all types of land-based manpower requirements.

(PHHS) began by providing hospitals and health system services in the Philippines, in the United States and in the Middle East where tens of thousands of foreign and Arab workers, technicians, and engineers were engaged in massive construction and other operations during the 1970s.

Philippine Hospitals & Health Services, Inc. (PHHS) emerged as manpower supplier of all categories of land-based workers in the industries of seaport operations, oil exploration, construction, trading, hospital operation and consultancy.

PHHS was cited for "Outstanding Performance" for 3 consecutive years (1984, 1985 and 1986) by the Philippine Department of Labor and Employment DOLE) due to the volume of deployment and quality of services.
