Headquartered in Manila, Philippines, Emissary Recruitment Group, Inc. (Formerly Pioneer Placement Center Inc.) with POEA License No. 403-LB-080902-R and SEC Registration No. A200009225 is the brainchild of siblings Annie Marie E. Munsayac and Kristine Marie E. Munsayac.

After the acquisition of Pioneer Placement Center Incorporated in October 2002, they decided to rename the agency and reposition the company in the market. With the primary mission of continuing the legacy of their late mother, who made her mark in the recruitment industry since the early 1980's. Being the daughters of a recruitment professional, they were trained under her tutelage in the various aspects of international recruitment. After their mother's death last December 13, 2001 and knowing that the application of a new license will take some time they decided to acquire a corporation that will cater to the needs of their existing clients from their old agency and to tap new market segments. It was conceived as a key player in the recruitment arena and a major manpower provider to world markets.
