Baby Adoption at Fabella Hospital

Dr. Jose Fabella Memorial Hospital is the Philippine government’s foremost maternal and newborn tertiary hospital located in in Santa Cruz, Manila which was established way back in 1920 originally at Sampaloc, Manila. The Fabella hospital is dubbed as a “baby factory” because it is where approximately 20 percent of all babies in Metro Manila are born averaging 100 live births daily. Not only is Fabella one of the most affordable hospitals to give birth in, it is also a place where many indigent mothers put up their newborns for adoption.

As a government hospital, adoption of babies in Fabella Hospital is regulated by pertinent government regulation including the Hague Adoption Convention that especially applies to foreign foster parents. Adopting parents must meet certain minimum requirements to qualify to adopt a child such as at least three years residency in the Philippines (for foreign citizens), age (at least 24 for single parents), join petition for adoption for married parents, financial stability, and clearances from criminal records. On the part of the child to be adopted, the baby should have a “Deed of Voluntary Commitment,” signed by his or her biological parents or of the Department of Social Work and Development (DSWD) for abandoned children.

The adoption process often starts by filing a petition for adoption to a designated Court by Fabella. A designated officer of Fabella, DSWD, or the court will evaluate one’s eligibility to adopt. The government agency will also match the child with the adoptive parents and assess if child is adoptable or if adoption is in the best interest of the child, among others. The adoption fees vary widely as determined by Fabella or any adopting agency. Among the documents that are normally required to be prepared included application for adoption, Family and Home Study Reports of the prospective adoptive parents, Birth, marriage, divorce certificates of prospective adoptive parents (whichever applies), physical and medical evaluation by a duly licensed physician, latest income tax return, Police, NBI Clearance, and Character references, among others.
