HCWH and the Philippine Mercury Watch Countdown to 2010

Health Care Without Harm (HCWH) is an international coalition of hospitals and health care systems, medical professionals, community groups, health-affected constituencies, labor unions, environmental and environmental health organizations and religious groups that works to implement ecologically sound and healthy alternatives to health care practices that pollute the environment and contribute to disease.

The following is the Mercury Watch Countdown Support Statement that can be found in the HCWH website.

Whereas, Mercury, a natural occurring heavy metal, is dangerous to people to wildlife and to the environment. It is a global contaminant that causes serious health and environmental harm.

Whereas, Mercury-containing devices although the common choice in hospitals, is nonetheless a potent neurotoxin that endangers the life of people not just in hospital settings. According to The Global Movement for Mercury-Free Health Care Report, ever since the start of the industrial era, the total amount of mercury circulating in the world’s atmosphere, soil, lakes, streams and ocean has increased by a factor of between two and four.

Whereas, Mercury is fatal when inhaled and harmful if absorbed through the skin. High doses of vapors released by thermometer breakage may cause lung damage. While at lower doses it is harmful to the kidney and the nervous, digestive, respiratory and immune systems.

Whereas, The danger of mercury is innumerable and countries around the world are moving towards a mercury-free society.

Whereas, The United Nations Environment Program (UNEP) formulated a Mercury Program designed to raise awareness of the global environmental hazards of mercury after its Governing Council concluded that there is sufficient evidence of significant global adverse impacts from mercury to warrant further international action.

Whereas, The World Health Organization (WHO) reported as early as 1991 that there is no safe level of mercury exposure. In a policy paper they issued, it presented 3-pronged short, medium and long-term measures that include (a) development and implementation of plans to reduce the use of mercury equipment and replace it with alternatives, (b) increase efforts to reduce the risk of unnecessary mercury equipment in hospitals and (c) a ban of mercury-containing devices and promotion of alternatives.

Whereas, The Philippine Department of Health (DoH) in August 11, 2008 signed Administrative Order 21 mandating the gradual phase-out of all mercury-containing devices in all Philippine health care facilities and institutions by 2010. However, temporary storage of mercury-devices are still to be determined.

Whereas, The World Medical Association, recognizing the global adverse impact of mercury, signed in November 2008 a Statement on Reducing the Global Burden of Mercury in its General Assembly in Seoul, Korea.

Whereas, In December 2008, WHO and Health Care Without Harm (HCWH) signed a global partnership to substitute mercury-based medical devices with safer, accurate and affordable alternatives by 2017.

Whereas, In February 2009 at the recent meeting of the UNEP Governing Council, more than 140 countries have agreed to launch negotiations on a legally-binding treaty by 2013 to deal with world-wide emissions and discharges of mercury.

Whereas, Mercury alternatives have proven to be effective and the most feasible alternative, given the clean-up cost of mercury spills and the danger it poses to the environment.

Whereas, Mercury alternatives are available in the Philippines and are now being used by hospitals who have welcomed the move towards mercury-free system.

Thus, we, recognizing the urgency of the issue, do hereby attach our name and signature and avow our commitment to HCWH’s Mercury Watch and serve as a watchdog that will guide the Philippine health care system walk through the gradual phase-out of all mercury-containing devices by 2010.

Further, acknowledging the necessity of a temporary storage area for phased-out mercury devices from hospitals, we urge the Department of Natural Resources to identify such facility as stipulated in the DENR-DOH Joint Administrative Order.

The HEART EDUCATIONAL ADVANCEMENT FOR RESEARCH AND TRAINING (H.E.A.R.T.) FOUNDATION INC., is an entity offering regular trainings and seminars in the medical field since 1999. It conducts monthly Basic Life Support (BLS), Electrocardiography (ECG) and Advance Cardiac Life Support (ACLS) courses. It also offers NCLEX review program for Registered Nurses. Other courses offeredare Cardio- Renal and Cardio-pulmonary trainings; Pediatric Cardiology (Back to Basics), Pediatric Advanced Life Support and Cardio-Sonographer Training. The courses are being handled by by consultants, medical staff, residents and cardiology fellows of the Philippine Heart Center.

The proceeds of the training program are not only allotted to provide financial grants to deserving medical scholars training in cardiology and allied medical fields but are also earmarked to subsidized clinical trials.

Philippine-American Educational Foundation (PAEF)

The Philippine-American Educational Foundation (PAEF) is a binational organization responsible for the administration of the Fulbright exchanges between the Philippines and the United States, the Hubert H. Humphrey fellowships, and the East-West Center scholarships. It also serves as a clearinghouse for information on educational institutions and programs in the Philippines and the United States.

PAEF was established through an executive agreement signed by the governments of the United States and the Philippines on March 23, 1948 to carry out educational exchanges involving students, academics and professionals from both countries. Since 1948, Fulbright grants have been awarded to 1,700 Filipinos and 700 Americans for graduate degree study, teaching and research in the Philippines and the United States. Close to 400 graduate degree awards and 2,000 non-degree grants have been given to Filipinos through the East-West Center program. Another 70 Filipino professionals have gone to the United States on Humphrey fellowships. The Philippine program is the world’s longest continuing Fulbright program. It has enriched several generations of Filipinos and Americans. Living in a different culture, forming lasting friendships with colleagues in foreign countries and sharing new horizons are all part of what has come to be known as the “Fulbright experience.”

Principal funding support for the exchange programs administered by PAEF comes from the United States and the Philippine governments. In addition, the Philippine Department of Agriculture, the Philippine Commission on Higher Education, the Washington SyCip Family Foundation, Northwest Airlines, the Freeman Foundation and the Fund for Assistance to Private Education have generously supported the Fulbright Program in the Philippines. Other organizations and institutions, including US and Philippine universities, contribute through direct and indirect cost-sharing.

While continuing to strengthen links with the academic and policy community, PAEF will broaden partnerships with the private sector and build new connections with business and philanthropic organizations in order to carry on its mission of recruiting the best and the brightest young leaders and professionals for the service of Philippine and American societies.

As early as 1917, a group of Filipino nurses had already felt the need to organize themselves. But the idea to form an association was realized only in 1922 when the representatives of different nursing groups and schools met at the nurses’ dormitory of the Philippine General Hospital. Presided over by Ms. Anastacia Giron, the meeting resulted to the organization of the Filipino Nurses Association (FNA). Ms. Francisca Delgado was elected first president of the Association. A month after its conception, the FNA adopted its constitution and by-laws. The Association was incorporated in January 1924 and held its first annual national convention in the ensuing month. With the primary purpose to promote the standards of the nursing and other allied professions, the FNA has been a major instrument in bringing about improvements in the practice of the profession. In cooperation with hospital authorities, the FNA observes the National Hospital Day which was first celebrated on May 12, 1926, the birthday of Florence Nightingale. The FNA was admitted as member of the International Council of Nurses (ICN) in 1929. In 1955, Proclamation No. 539 was issued by President Carlos P. Garcia declaring the last week of October of every year as Nurses Week and authorizing the Filipino Nurses Association to take charge of the celebration. Among the other notable accomplishments of the Association are: the standard curriculum for nursing schools in the country, the publication of the handbook for public health workers, and the preparation of the code of ethics for nurses. The FNA which was renamed Philippine Nurses Association (PNA) in 1962 continues to uphold its vision to uplift the ideals and spirit of the nursing profession in the country and to win for the profession the respect and recognition of the international community.
